Personal Medical Services (PMS)

These services are governed by the NHS PMS Agreement Regulations.

The agreements are locally negotiated and have the ability to introduce local flexibilities not available under the GMS contract. Elements of PMS agreements are governed by the Statement of Financial Entitlements (SFE). PMS practices are able to provide enhanced services and to participate in the Quality and Outcomes Framework (QOF).

The LMC will continue to provide support and help on PMS, and is keen to see the flexibilities under PMS developed. The LMC is also responsible for ensuring equity of resourcing and opportunity between GMS and PMS practices.

On 8 January 2010, Londonwide LMCs produced a briefing on PMS contract reviews as part of our ‘Securing the future of General Practice in London’ series. This document was updated in March 2010 to deal with the amended PMS Agreement Regulations which came into force on 1 April 2010.

The briefing has been produced in response to a document issued by the Department of Health (DH) advisory body Primary Care Commissioning (PCC) called ‘PMS reviews: a commissioning toolkit’. It contains a number of key messages, advice on preparation, setting objectives and finance and contract values as well as a frequently asked questions section which we hope that you will find useful.
