GPC guidance on requirements for PREVENT training

Section 26 of the Counter-Terrorism and Security Act 2015 (the Act) places a duty on certain bodies (“specified authorities” listed in Schedule 6 to the Act), in the exercise of their functions, to have “due regard to the need to prevent people from being drawn into terrorism”.

The only specified authorities listed in Schedule 6 of the Act are:

  • An NHS Trust established under section 25 of the National Health Service Act 2006 or under section 18 of the National Health Service (Wales) Act 2006
  • An NHS Foundation trust within the meaning by given section 30 of the National Health Service Act 2006
  • A Local Health Board established under section 11 of the National Health Service Act 2006
  • A community health council in Wales
  • The board of community health councils in Wales.

As such there is no specific duty for GP practices to undertake PREVENT training. However, the PREVENT agenda comes under the umbrella of safeguarding, and the Prevent Training and Competencies Framework was developed in conjunction with the 2014 Intercollegiate Document on safeguarding children and young people

If a practice chooses to meet its safeguarding obligations (which are discussed in the BMA training guidance) by undertaking training as set out in the intercollegiate guidance, then it is possible that this will already include/cover PREVENT training.
